Unknown White Bug?

During my walk today I came across a beautiful tree with some bark falling off of it. I pick a piece of this bark off the tree and I see a little white dot on it. I took these pictures and I fliper the thing over and you can see that there are legs on the thing but it didn't move at all. I put the bark on the grass and left it there.
